Apache tweaks, eAccelerator upgrade, vsftpd+ on Assmule

A two second sleep has been inserted between an Apache restart command to allow the Web server time to close off any remaining connections before starting back up.  This should alleviate some of the false positives that have been appearing

vsftpd+ debugging assistance

There is still one remaining issue with vsftpd+ that is keeping it from production — an unreproducible error with authenticating.  Some users are unable to authenticate to vsftpd+, which would require a packet dump to understand what is being sent
